Fix Uemis Zurich downloads

Commit 48ba01b807cc ("Enable downloads from the UEMIS Zurich")
mistakenly switched the meaning of the "force_download" argument when it
moved from "struct argument_block" to being a direct argument.

This fixes it right back.
