Update libusb and hidapi in the CI builds

The current hidapi version (v0.10.1) fails to build with newer autoconf
versions (v2.70) due to a duplicated AC_CONFIG_MACRO_DIR macro in the
configure.ac file. This is fixed in newer versions.
